Summary
The Program Manager (PgM) oversees a portfolio of related projects and initiatives (a program), ensuring they collectively deliver strategic business value and outcomes across the enterprise. The PgM drives program strategy, alignment, and governance while guiding and influencing project teams on scope, schedule, financials, dependencies, and quality standards. The PgM serves as a hands-on driver and architect of delivery; actively shaping how projects fit together within the program, anticipating downstream/upstream impacts, using leadership skills to remove barriers and keep work moving. The PgM facilitates cross-functional collaboration, manages inter-project risks and impacts, and ensures transparent communication with stakeholders and leadership. The PgM brings value by uncovering synergies across projects and programs, fostering strong cross-team collaboration, and leveraging data to guide decision-making and drive continuous process improvement.
Duties and Responsibilities (other duties may be assigned):
Strategic Program Leadership
- Provide strategic program leadership by overseeing governance, prioritization, and resource allocation across multiple project portfolios to ensure alignment with organizational goals, budgets, and schedules.
- Identify synergies and interdependencies across projects and business areas by researching, investigating, and conducting deep discovery and analysis to surface connections, manage cross-project risks, and guide teams toward integrated, enterprise-wide solutions.
- Act as an architect of the programβs delivery approach by mapping how projects interrelate, identifying cross-functional impacts and dependencies, and proactively driving resolution when intersections create conflicts, risks, or competing priorities.
- Develop, maintain, and communicate program roadmaps, including program-level plans, schedules, budgets, and documentation that support transparency, alignment, and long-term planning.
- Leverage data-driven insights to support decision-making, establish meaningful metrics, and monitor value realization, ensuring the program delivers expected business benefits and supports continuous improvement.
- Foster a culture of accountability, innovation, and excellence by collaborating with project managers, cross-functional teams, and leaders to improve processes, enhance delivery practices, and support organizational maturity.
Stakeholder & Resource Management
- Influences without authority, effectively guiding internal teams, external partners, and technical resources to ensure successful delivery across all program initiatives. Builds strong relationships and navigates organizational dynamics to drive alignment and outcomes.
- Champions robust change management practices to support stakeholder readiness, adoption, and sustained use of program outcomesβensuring the program delivers its intended value and measurable business benefits.
Reporting & PMO Standards
- Develops and maintains comprehensive program reporting, including dashboards, status reports, and analytics that provide transparent visibility into progress, risks, and value delivery.
- Applies standardized project and program management tools, frameworks, and methodologies in partnership with project managers, project teams, and leadership to ensure consistent execution across the portfolio.
- Delivers concise, executive-ready communications, synthesizing complex information into clear insights for senior leadership, governance forums, and key stakeholders.Β
Minimum Education Requirements (must have documented proof):
- Bachelorβs degree in business administration, information technology or a related field.
Preferred Education/Experience Requirements:
- Project management certification, or specialized training by PMI or project methodology (agile, AI-augmented project management, etc.)
- Recent experience (within the last 2 years) in health insurance/managed care or third-party administration environments.
- Minimum 4 years of hands-on project leadership (IT and/or business) across the full lifecycle.
- Experience with MS Project, Smartsheet, Jira, Confluence, Planner, or similar PM/BA toolsets.

- Proficiency with Microsoft Office (Word, Excel, PowerPoint).

Access to Protected Health Information (PHI):
This position requires the employee to handle PHI for duties related to enrollment and eligibility issues. Access to PHI includes the MBS claim system, eligibility files, and any other source necessary to complete client enrollment. Policies and procedures will be strictly adhered to, ensuring PHI is protected as required by the HIPAA Privacy Rule.
