Description

We are seeking a highly motivated and strategic healthcare data interoperability expert to support and advance the operations of Oracle Health's Qualified Health Information Network (QHIN) within the Trusted Exchange Framework and Common Agreement (TEFCA). Β Part of the Oracle Health Product Operations organization, this role sits at the intersection of national healthcare interoperability, compliance, network operations, and strategic business growth.Β 

The successful candidate will serve as a key operational leader accountable for ensuring the ongoing stability, compliance, and competitiveness of our QHIN while facilitating future go-to-market plans to help secure our QHINs business growth and the future of TEFCA compliant national health information exchange. This individual will combine governance oversight, strategic planning, stakeholder management, and analytical intelligence to ensure our QHINs regulatory compliance, audit readiness, and interoperability outcomes that impact growth and retention through participant trust. Β 

The role requires close collaboration with engineering, product, legal, security, and global business practice groups as well as external stakeholders such as TEFCA's Recognized Coordinating Entity (RCE), other QHINs, Governance Councils and QHIN participants to maintain a high-performing network that delivers measurable value while advancing national interoperability objectives aligned to Oracle Health and Life Sciences goals.Β 



Responsibilities

β€’Β Β Β Β Lead onboarding, vetting, and activation of Oracle customers, partners, and ecosystem participants, ensuring alignment with TEFCA requirements, operational standards, and service-level expectations.
β€’Β Β Β Β Serve as a subject matter expert for QHIN and TEFCA operations, including exchange workflows, Exchange Purpose (XP) conformance, FHIR-based interoperability, and Identity and Access Services (IAS) processes.
β€’Β Β Β Β Build and maintain strategic relationships with QHINs, industry organizations, regulators, and interoperability stakeholders to advance ecosystem collaboration and TEFCA participation.
β€’Β Β Β Β Coordinate governance activities, working groups, and caucus participation to support TEFCA alignment, operational compliance, and cross-organizational decision-making.
β€’Β Β Β Β Partner with Product, Engineering, Customer Success, OCI, Support, and Compliance teams to resolve onboarding, interoperability, and operational issues while driving timely remediation of risks and escalations.
β€’Β Β Β Β Monitor and improve network performance through analysis of exchange reliability, transaction success rates, latency trends, operational quality metrics, and service health indicators.
β€’Β Β Β Β Drive operational excellence through process standardization, automation, and continuous improvement initiatives that reduce onboarding friction, improve vetting efficiency, and ensure SLA compliance.
β€’Β Β Β Β Support strategic growth initiatives by contributing to go-to-market readiness, competitive market analysis, customer activation strategies, and operational preparedness for new TEFCA Exchange Purposes and interoperability capabilities.
β€’Β Β Β Β Design and lead AI-driven optimization and innovation initiatives to automate and accelerate onboarding, vetting, and activation processes, implement predictive monitoring and anomaly detection for exchange reliability and SLA risk, and embed ML-powered decision support across governance, remediation, and partner engagement to continuously reduce friction, improve interoperability outcomes, and scale TEFCA participation.
β€’Β Β Β Β Develop and lead competitive and market QHIN intelligence efforts to analyze adoption trends, competitor strategies, regulatory shifts, and ecosystem gaps; translate insights into directional strategy, prioritized go-to-market plays, and identification of niche opportunities to accelerate differentiated TEFCA participation and customer adoption.

US: Hiring Range in USD from: $92,900 to $209,500 per annum. May be eligible for bonus and equity.


Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
