SUMMARY: The Department of Veterans Affairs (VA) Office of Information and Technology (OIT) seeks anΒ 
experienced Deputy Program Manager, Business Operations to oversee the success of theΒ 
Onboarding, Management, Engineering, Governance, and Assurance (OMEGA) services withinΒ 
the Digital Transformation Center (DTC). The Deputy Program Manager, Business Operations
will coordinate across technical, contractual, financial, and stakeholder teams to ensure deliveryΒ 
excellence. This includes driving governance, managing subcontractors, overseeing budgets, andΒ 
supporting over 20 stand-alone projects while maintaining clear and proactive communicationΒ 
with VA stakeholders and senior leadership.

KEY RESPONSIBILITIES:


Program Governance and Oversight
β€’ Establish a program governance structure, defining roles and accountability across theΒ 
program.
β€’ Facilitate and participate in Steering Committees, Executive Reviews, and GovernanceΒ 
Reviews involving senior leadership, technical leads, and VA stakeholders.
β€’ Serve as a primary liaison between the program and external government officials,Β 
including CO and COR.


Project and Performance Management
β€’ Oversee the intake, tracking, and delivery of 20+ stand-alone projects, ensuring deliveryΒ 
by appropriately provisioned Project Managers.
β€’ Manage resource allocations, milestones, and performance using tools such as MicrosoftΒ 
Project, Jira, and Clarity PPM.
β€’ Track service delivery performance against KPIs and SLAs, escalating risks or deviationsΒ 
to leadership.


LOE Development and Deliverable Management
β€’ Lead the development of Level of Effort (LOE) estimates, working collaboratively withΒ 
technical and project managers to define resource allocations, timelines, andΒ 
dependencies.
β€’ Define and document the scope, expected deliverables, and definition of done (DoD) forΒ 
all projects and workstreams.
β€’ Maintain a centralized deliverable tracker to ensure timely submission to VA-designatedΒ 
systems or repositories, verifying completeness and quality.
β€’ Coordinate with Contracts, Finance, and technical teams to align deliverable planningΒ 
with contractual commitments and available budgets.


Financial Management
β€’ Lead program-wide budget forecasting, spend tracking, and cost recovery efforts.
β€’ Work directly with the Finance Team, including the Controller and VP of Finance, toΒ 
prepare reports, review forecasts, and ensure compliance with federal financialΒ 
regulations.
β€’ Train and support OMEGA Technical Leaders to manage their respective profit and lossΒ 
(P&L) statements.


Risk and Compliance Oversight
β€’ Maintain a Risk Register and lead the implementation of a Risk Management FrameworkΒ 
(RMF).
β€’ Coordinate risk mitigation efforts with relevant stakeholders including the ContractsΒ 
Team, technical leads, and compliance managers.
β€’ Support compliance with CMMI, ISO 9001, and NIST 800-171 cybersecurity standards.


Workforce and Subcontractor Management
β€’ Oversee collaboration with People Operations to assess staffing needs, coordinateΒ 
onboarding, and ensure security clearance fulfillment for all OMEGA personnel.
β€’ Serve as the lead point of contact for all subcontract partners, ensuring adherence to laborΒ 
category qualifications, workshare commitments, and performance standards.
β€’ Conduct regular performance and staffing checks with subcontractors, escalating noncompliance to the Contracts or executive teams.


Communications and Stakeholder Engagement
β€’ Coordinate and lead all program-level internal and external communications, includingΒ 
weekly updates, dashboards, and strategic reporting.
β€’ Develop and deliver performance briefings, Monthly Status Reports, and QuarterlyΒ 
Business Reviews (QBRs) to VA stakeholders, COs/CORs, and DTC leadership.
β€’ Lead outreach initiatives to communicate OMEGA program capabilities, success stories,Β 
and reusable assets to both internal and external audiences.
Reporting, Tools & Innovation
β€’ Own the architecture and delivery of dashboards and performance visualizations usingΒ 
tools like Power BI, Tableau, SharePoint, and Confluence.
β€’ Leverage collaboration platforms (e.g., Microsoft Teams, Slack) to ensure continuousΒ 
knowledge sharing.
β€’ Promote continuous improvement across all operational domains by applying Lean, SixΒ 
Sigma, and Agile methodologies.



QUALIFICATIONS:


Education & Experience
β€’ Bachelor’s degree in Business, IT, or a related field (Master’s preferred)
β€’ Over 10 years of experience supporting the VA
β€’ 15+ years of experience in federal program leadership, including oversight of businessΒ 
operations, subcontractors, and financial performance.
β€’ Proven success managing program delivery across multidisciplinary roles, includingΒ 
finance, technical leadership, subcontract management, and stakeholder engagement.


Certifications (Preferred)
β€’ PMP certification desired.
β€’ SAFe, CSM, ITIL, or Lean Six Sigma certifications preferred.


Skills
β€’ Strong leadership, analytical, and cross-functional coordination skills.
β€’ Proficiency in project/portfolio management tools and financial systems
β€’ Outstanding verbal and written communication skills, especially for engaging with seniorΒ 
executives, government stakeholders, and technical audiences.
β€’ Expertise in contract compliance, performance tracking, and risk mitigation

Working Conditions

This is a hybrid position.Β  The employee will work from their home office and qill be required to commute to the HQ in Arlington, Virginia 1-2 times/week or as a determined by the Supervisor.Β  The working conditions include consistent internet connectivity and a dedicated workspace.Β  The role will require occasional travel for team meetings and training sessions.Β
