Under the general supervision of the Utility Support Manager, the Safety & Training Program Manager will facilitate, plan, coordinate, and manage the comprehensive safety and training program for Water Utility employees.Applicants are required to submit a resume and cover letter.
ESSENTIAL FUNCTIONS:Β
Administer, develop, and evaluate the Water Utility Comprehensive Safety Program.
Act as liaison for the Water Utility with cross-functional team members and management.
Lead and conduct the Water Utility Safety Committee, managing committee membership and engagement.
Implement and track safety and training goals and key performance indicators (KPI) as established by management and the utility safety committee.
Analyze safety and training KPIs and develop strategies to improve employee participation and engagement.
Perform root-cause analysis of safety incidents to identify points of failure, prescribe remedies, and manage risk.
Research, plan, organize, and conduct classroom and field instruction sessions.
Administrate the Employee Health and Safety (EHS) platform; assign and select regular safety training material.
Acts as a liaison for the Water Utility with cross-functional team members and management.
Assists with project management for business improvements.
Read, interpret, and implement Federal and State regulations related to workplace health and safety.
Perform on-site safety surveys and audits to ensure compliance with safety program, Texas Workforce Commission (TWC), and OSHA requirements.
Design, draft, and review safety forms, training materials, and procedural documents.
Manage and expand the Water Utility Standard Operating Procedure (SOP) library.
Collaborate with management to develop and maintain employee development plans and standard operating procedures.
Conduct regular audits on employee training programs and occupational licensing status.
Develop, maintain, and conduct a departmental New Employee Orientation (NEO) program.
In collaboration with management and supervisors, facilitate safety and training-related purchases and occupational training enrollment.
Work with vendors and external departments to procure and stock safety equipment (AEDs, first-aid materials, fire extinguishers, etc.) and personal protective equipment (PPE).
Prepare documentation and justification for budgetary service level requests related to safety and training expenses.
Exercise discretion, maintain confidentiality, and use sound judgment.
Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines
Associate degree from an accredited institution in Occupational Safety and Health or a related discipline, three plus (3+) years of field experience in a related field to water utility operations OR Any combination of related experience or education to meet the minimum qualifications.
Preferred Qualifications:
Experience conducting occupational training for water and wastewater licensing
TCEQ C-level licensing in water and wastewater
Knowledge of:
OSHA and Texas Workforce Commission (TWC) regulations

LICENSES AND CERTIFICATION REQUIREMENTS
Class C Driverβs License
AHA Standard First Aid | CPR AED certification or ability to obtain within six (6) months of employment
OSHA 30-hour General Industry Safety and Health training or ability to obtain within twelve (12) months of employment

Hiring Range: $32.97 - $41.31, hourly.
